Book 1: Scoresby says that his balloon can carry Iorek + armour or 6 adult humans. I doubted it at the time especially with pictures of Lyra being very small compared to Iorek
Book 3: Iorek + armour weigh 2 tons. Average human weighs 70 kg, 154 lbs, 11 stone. You need 30 average humans to weigh the same as a bear.
1 stone = 14 lb. 1 kilo = 2.2 lb. UK and US pound weights are the same, but pints and gallons are different, UK pint is close to 1.25 US pints. Metric ton = 2200lb, UK ton = 160 stone = 2240lb.

Another way of looking at Lee's comment is to consider the spatial area of the basket rather than the weight-bearing capacity of the balloon.
Iorek couldn't be expected to stand up all the time or wear his armour. I don't think we know his width or girth (3 ft? 4?), but if he is 10 feet tall, lying down he is going to take up a lot of space, probably the same as 4-5 sitting adult humans. And his armour will need at least 1 human's worth of space, I'd imagine.
But he wouldn't require 25 humans' worth of space.
