I'm guessing that he has a job (mind you, he does seem to be here most of the time, so maybe he is a bank robber) and that he bankrolls this place out of the goodness of his heart (or he can't work out how to stop the direct debit paying for it - either seems good).

I've never done it but I know it exists and that it works. You give money on one end, they take it and have somebody on the other end go to the person you want to send money to and they'll give the money, converted into local currency and with a little bit chopped off it to pay for their services.
